Creating a "Good First Issue" Guideline #8

We should create a 'good first issue' which explains what information issues should contain, how it should be structured and how the standard workflow for addressing issues looks like.

We should also think about adding some meaningful labels for issues for the raptor project specifically.

Feel free to start working on it here and add suggestions as well as documentation!
