update url-dsl to 0.3.2 #4

Upgrade build, adding sbt-tpolcat
Update url-dsl to 0.3.2
Have to go all the way to scala.js 1.3.X as url-dsl is already on 1.3.x

Since it is very easy to update Scala.js >1 and you can use all your previous libraries, most mainstream libraries are upgrading it regularly. For example cats, sttp, shapeless, scalatest etc. etc. I don't see any reason for Laminar and its ecosystem to stay on 1.0.
