IB Connection reliability #15

This defect should group together all of the desired functionality
improvements for the IB connection.

The IB connection needs to be beefed up before it becomes fully reliable. 
It should:

  * reconnect after timeouts
  * display errors and warnings if data starts coming slow

To pass along errors correctly, need to synchronize the IDs of all incoming 
requests
(spun off as a separate defect)
