Goals

Update typescript to 5.4.x
Update jest to 29.x
Update eslint and other dependencies to make it compatible with typescript 5.4.x
Integrate & apply prettier
Integrate lint-staged
Get rid of repeating same packages in devDeps in favor of root devDeps
