This PR adds the Java API Dev Toolkit bucket to the list of known Scoop buckets.

The Java Dev Toolkit bucket includes manifests for:

Various Java Development Kits (JDK 8, 11, 17)
Development tools (Maven, IntelliJ IDEA Community, VS Code)
Productivity apps (Notepad++, Microsoft Teams, Telegram)
Utilities (Git, cURL, Make)
