Update requirements.txt and environment.yml

Not necessarily a bug, but there is currently a discrepancy between environment.yml and requirements.txt.

• It would be good to unify these so that both pip and conda users have lists of the the same minimum required versions.
• It would be good to test this minimum version on Gh worklows
• In addition to the minimum version, it would be good to have a separate lists of more recent versions for the Gh workflows CI tests
