If the answer is yes, my take on this is that it should be on an individual level. A user can tag an idol/user to differentiate that particular idol from other ones, for different reasons, but this should be private to that user only. It should work somewhat similar to how the flair feature on Reddit does.
Hmm. I was (if we go with it) leaning towards tags actually being public. I was thinking it would allow potential followers see what kind of tags that user had been tagged by other users. In fact I was also thinking of having a whole comment section dedicated for each user as well - on their profile page. Although I can definitely see the downsides - of possible abuse. What do you think? Do you think the abuse angle could be a lot larger than possible benefit - community-driven "vetting" of potential idols?

One way of avoiding abusive tagging could be to show that tag publicly only after it has received a certain number of upvotes. Another one is to give this privilege to idols only (at least in the beginning), assuming that they will play nicely.

You mean users who already have other followers (idols aren't any special category). Yep, another good way to handle it. Along the same lines we could go with other such restrictions as users who've received a certain upvotes on their content - something that a lot of subreddits do with the help automoderators.
Should users themselves be tagged? Also should there be comments on user's profile page?
