Add preferences support #7

When issue #4 is fixed we need to add support for preferences. I think it would be nice to display something like the app launcher with icons for the various configurable bits. For now we need at least background configuration (issue #5) and date and time (issue #6).

Do we want to use weston.ini, or a separate configuration file?

A separate configuration file. These are preferences for Maynard, not for Weston.

As this is Gtk3 based GSettings is definitely the way to go
