Add dtoverlay and dtparam from the userland repo #41

These utilities previously lived in the soon-to-be-abandoned userland repo. While adding them here the shared-library status of libdtovl has been dropped for simplicity.

A quick test and dtoverlay and dtmerge built cleanly for me, and look plausible when running.
