raspinfo: warn for legacy video requiring non-default userland package #45

since userland package is deprecated /not installed by default, tvservice is missing to diagnose Legacy mode. If tvservice app is not to be migrated in this repo, raspinfo probably needs to warn about it (ref).

Alternative would be to migrate tvservice.
