Patch GDAL 3.6.4 for TIFF compression bug #114

Rasterio 1.3.9 is ready, but I've realized that updating GDAL in the Windows wheels is complicated by the fact that we're using vcpkg to build GDAL for that platform and vcpkg hasn't patched GDAL. I think I may need to fork vcpkg, add a patch to my fork, and then somehow direct vcpkg to use my patched fork. How is TBD.
