Build 1.3.11 #131

in https://github.com/rasterio/rasterio-wheels/commit/8bb69edea3011f019a54762175a19ff3d6ff371e we've removed python 3.8 from the wheel building matrix looking at the python setup.py we should still support python 3.8: https://github.com/rasterio/rasterio/blob/1.3.11/setup.py#L308-L328

FYI Python 3.8 officially reaches end of life October 2024 https://devguide.python.org/versions/

@vincentsarago In the end I didn't publish wheels from this PR. Instead I used the https://github.com/rasterio/rasterio-wheels/tree/rel-1.3.11-take2 branch, will I will not be merging back to main. I'll close this one now.
