This PR implements rat-pac as a 0mq client to the server interface of Chroma/ChaR0N. Detailed description of the protocol can be found on this README page.

Oops -- need to merge https://github.com/rat-pac/ratpac-setup/pull/3 first.

I have not yet tried to build this locally, but it states here on GitHub that the build check fails. I'll look to see if this fails as well locally.
