Included average timing distributions of 12" (under r11780_hqe_rev) and 10" (under r7081_hqe) pmts from dark box tests at Berkeley

Documentation is now on docdb. It includes before/after PDFs, TTS FWHM values, late ratios, and a link to the github repository I used for analysis and validation.
