Wouldn’t it be client related then and not server related, as Sigma stated?
1. Cart Cannon damage formula improvements.
We received feedback from players that this skill and Rune Knight's Dragon Breath are special type skills that work differently from other skills that have hit/flee and HardDef calculation. And the skill animation doesn't be affected by attack speed.
So. If we improve the skill animation to be affected by attack speed. Cart Cannon must be changed to be the same as other skills that have hit/flee and HardDef calculation too
However The above changes will result the players to change their equipment and build. So we'll improve the skill damage in damage formula instead.
I believe that ASPD should not influence this hard animation. Currently ASPD is influencing and according to what Sigma said in the link, this reduction by ASPD cannot occur now.
@aleos89 2020-04-01 client already take in count the rework of skill so it should work by itself? And the skill animation doesn't be affected by attack speed. -> it's looks to be like a cool down but not really a cool down. It's strange.
It just a hard motion like dragonbreath and Overbrand have. This should be for a longtime because Iro ep16.2 and thRO ep14.2 also have this hardmotion.
So it's an AfterCastActDelay
? I'm not able to test anything on kRO as things have changed drastically.
It's a hard-animation that can't decrease by ASPD like Overbrand / Dragonbreath / Old Sonic blow / Old Cross impact skill.
So you can't spam skill more than 1 time per 0.6 seconds. ( 0.6 animation hand time) .
The way to decrease is do a motion cut in data files like player ever did to spam Dragonbreath / Old Cross impact
in short. Cart Cannon control by serverside motion time like Overbrand skill.
I'm assuming your last comment you meant to says "clientside"? If it is a hard coded animation then yes, it would be controlled only by the client (and it's data). If that's the case I'll go ahead and close this as it's something we don't control.
I don't have video about its, But in rathena when you have 100% decrease and ASPD 193 Cartcannon can spam without animation time. like 6-7 times in a second. But in official you can't , despite you have 100% delay decrease + ASPD 193 You need to acting animation around 0.6 seconds before cast another Cartcannon.
This is me attempting to spam the skill. It looks like a 0.6 second delay already to me.
Try again with no delay and aspd193

I believe is a server side fix, as far as I know the wooden warrior should remove this hard animation (can't find a source tho, maybe is just a impression cuz its a double hit).

As we can see in video, she tank the mobs to make the animation be cancelled
The video bellow is from master branch with ping around 5. I also tested on a vps, around 70 ping, the spam is not even close.
setup: 4 kiel card = 100%+ acd 193 aspd
