Feature emblem_transparency_limit doesnt work

• Description of Issue: try to set emblem_transparency_limit: 1 but still can use Transparancy Emblem

  • Result: Still can use transparancy Emblem Guild
  • Expected Result: Should not allow it and get message from server (The chosen emblem was detected invalid as it contain too much transparency)
  • How to Reproduce: Try use 100% Transparancy Emblem
