Update Notifications #532

  1. Add a new endpoint that returns all the specializations from the DB.
  2. Add an additional endpoint that is capable of sending notifications to the web socket for testing purposes.
  3. Change the web socket notification logic, removing the functionality to send all notifications. The web socket will now be used only for sending fresh notifications.
