Proposal: Move `github.com/shizhMSFT/docker-ratify` to `ratify-project` #2

As mentioned in the community call on 7/3/2024, it is good for the ratify ecosystem to have various plugins under its organization for inspiring others.

I'd like to propose moving github.com/shizhMSFT/docker-ratify to the ratify-project organization. Once the repository transferring is done, I will send out a PR to rename the go module and update the related docs.

Vote is currently misconfigured, discussed on the community call , we have supermajority votes from maintainers, we are good to proceed.
