Proposal: move `https://github.com/akashsinghal/ratify-containerd` to `ratify-project`

As discussed in Ratify project community call on 7/3/2024, plan is to consolidate ecosystem efforts for ratify integration into the ratify-project.

I would like to propose donation of the https://github.com/akashsinghal/ratify-containerd repository. This contains prototype and POC work for Ratify integration with containerd.

Please respond in the thread if you approve of this proposal.
