Bump up latest configuration format and tool usage. Improve user experience.

• [ ] update --set-file to --set when setting notation default cert
• [ ] update value exported
• [ ] update az ad usage, including az role assignment
• [ ] add list for access control, eg. aks identity role assignment, pod and custom resource role assignment
• [ ] fix link to the inline certificate provider which was broke
• [x] fix the name of keymanagementprovider given when do kubectl describe
• [ ] update Register the 'EnableWorkloadIdentityPreview' feature flag and OIDC
• [x] check the auto generated store_config.yaml, kmp_config.yaml and update kubectl apply to kubectl replace which would improve fault tolarance.
