function-toolbar problem #56

What steps will reproduce the problem?
1.I have installed concerto followed the guide, and pass the setup.
2.Everything seems ok but function-toolbar not ok. 

What is the expected output? What do you see instead?
when I clicked the function-toolbar, I got <no \"concerto\" package 
documentation cached"> with red background. 

What version of the product are you using? On what operating system?
concerto v4.0.0.beta7 on unbuntu precise
