First draft of tec estimate #237

The tests are failing because you haven't added finufft to the requirements in the setup.py

I have changed this PR to point at v0.2.1-dev. After https://github.com/rcyndie/QuartiCal/pull/1 has been merged, this should make @rcyndie's work compatible with the latest development version.
