This PR adds the beginnings of what is hopefully fairly comprehensive interpolation code. That said, it currently only interpolates from gain to gain and ignores parameterizations. This is adequate for most use cases (we don't usually transfer a delay and then continue solving), but can ultimately be extended. Includes support for multi-SPW data and for mapping a gain of one type onto another.
