Write a policy for Jones term corrections on the GPU #47

The policy itself is easy. Need to transfer the antenna ids and supporting data to the GPU. The only thing that needs more careful consideration is how to allocate enough space on the gpu for the jones terms themselves, so that we don't need to vary storage requirements per chunk being gridded (the alternative is not a good idea since the program may crash halfway through processing a measurement set if we run out of space on the GPU)

Had to do some fancy footwork here to compact the array to fit into GPU memory, but she is running smoothly now. Tested for two facets.
