Don't require antenna positions for "known" observatories #10

Add a database of antenna positions for known (known to CASA) observatories. I have:

Need to get positions for other observatories; ask @o-smirnov,@IanHeywood for help

This might already be taken care of by sm.setknownconfig() ; still to investigate
