Add the ability to flag on polarised intensity sqrt(Q^2 + U^2 + V^2)
Add ability to ignore existing flags

@ifornax @bennahugo @tony2heads I've updated this branch with polarised intensity flagging in https://github.com/ska-sa/tricolour/pull/9/commits/7e1fb18c0d41931524d06dd3628a1ee535cd0299, as per discussions in #1.

I've also put in some changes to ameliorate the memory usage issues.

@ifornax @bennahugo OK, I think this is ready for another go. Please take a look at the --row-chunks parameter -- this is used to tradeoff between memory usage and computational efficiency.
