meta-rauc-rockchip: Add Rockchip integration layer tested with Radxa Rock Pi 4 Model B #103

This layer depends on meta-arm and meta-rockchip. Tested on Radxa Rock Pi 4 Model B.

This GitHub pull request is compatible with Yocto release Styhead. It depends on the following change for WORKDIR -> UNPACKDIR transition in u-boot.inc which I have submitted as a patch for a review in the upstream: https://lists.openembedded.org/g/openembedded-core/message/201061?p=%2C%2C%2C20%2C0%2C0%2C0%3A%3Arecentpostdate%2Fsticky%2C%2Cleon%2C20%2C2%2C0%2C106839442

I created branch scarthgap of layer meta-rauc-community. I will open a separate GitHub pull request to add support for Rockchip in Scarthgap.
