This PR adds Playwright with a Github action and Replay reporter.

pnpm run test runs the tests locally.
pnpm run test:replay runs the tests locally with the Replay browser

How to get setup

Here's an invite link to join the test suite workspace
Here are the create api key docs to get a REPLAY_API_KEY for the GH CI secret
