This PR:

migrates the plugin from toolkit to create-plugin and bumps the node.js version to 20 (LTS)
tested by running yarn build, yarn run dev, yarn run server and configuring test data source with USA
removed circle ci

I attempted to add new CI/Release workflows but hit an error so will split that out into a separate PR when addressable.
