Timezone is ignore when using Annotated Time Line #15

What steps will reproduce the problem?
1. Implements a date/time series
2. Implements a annotated timeline

What is the expected output? What do you see instead?
The time line series presents an offset according to the local timezone.
A point at 11:00 am  for a +200 timezone is represents at 09:00 am
the scale seems to ignore the local time zone

What version of the product are you using? On what operating system?
Google Visualization Data Source Library 1.0.2
