Define MAXPATHLEN in soundcommon.h #93

Soundcommon is related to the decoders/miniaudio implementations so don't know if that's the right place. You know what would be a good place for it? file.h. It's already in file.c, should be in file.h instead.

fwiw, this patch fixes the hurd build in debian. Would you mind including it ?
