Framework library

Lot of people are trying to self host this bot and what not and sometimes when I start a new bot I need a framework like this but I'm too lazy to copy paste everything and set it up again.

I've been planning to make an independent framework in which the goal is simplicity, maybe expand more in the future.

If anyone else is interested please let me know your opinions, I'd be willing to work together if interested.
