City state and Yugoslavia update #120

Ok, pushing new update. First things first THIS UPDATE CHANGES THE NAMES OF MANY CITY STATES. IT WILL BREAK SAVES.

  1. Pantheons now cost 15 faith, regardless of when you get them
  2. New city states, and some old city states have been renamed
  3. Great people now have their own costs. Generating a great merchant no longer makes you engineer more expensive
  4. Antiquity site now have an actual spawn rate
  5. Numerous resources not meant to be traded can no longer be traded
  6. Morocco's unique text was updated
  7. Arabia's UB no longer gives 2 gold to gold trade routes. I think this is incorrectly reported by Lekmod
  8. Helicopters and Airships can now walk on water
  9. Various other fixes
  10. New Civ: Yugoslavia Uu: an additional free policy upon unlocking ideologies. +1 gold per specialist if you get order or autocracy. +2 science and production in each city if you get autocracy or freedom. +15% production for land units if you get order or freedom

UB: replaces museum. Same stats but also gives the city 20% more science

Uu: replaces tank. Same stats, but also ignores zoc
