On one hand, I can't confirm or deny. I don't know what variable in the original xml file actually controls for this. It may or may not be buildableOnResources
, but then that means, say, you can't build farms on horse tiles as both farms and mines have that set to false which doesn't sound inaccurate from my memory. Without someone explicitly mentioning it, I don't see why you wouldn't be able to build in resource tiles
It's more that IRL the whales will be gone if you turn the sea into a polder, but you can e.g. have horses working on a farm to enhance its productivity.

Hmmm... I guess. That said, then what is a horse with a mine over it?
I don't know if polders in Lekmod can be build on resources, but it wouldn't make sense to gain yields from fish, whales etc. in them.
