Filename capitalization inconsistencies break builds under mono/linux #247

The generator and libraries *almost* build with mono under linux, except for a 
few problems where the file name in the csproj file does not match the actual 
source file name.

Src/GoogleApis.Tools.CodeGen/GoogleApis.Tools.CodeGen.csproj
  s/ApiKeyServiceDecorator/APIKeyServiceDecorator/

Src/GoogleApis/Apis/Oauthbase.cs should be renamed to
OAuthBase.cs to agree with GoogleApis.csproj and GoogleApis.Silverlight.csproj

Oauthutil.cs renames to OAuthUtil.cs

And, in Src/GoogleApis/GoogleApis.csproj

Src/GoogleApis/GoogleApis.csproj the section which runs SyncProjectFiles.exe 
should be a distinct sync target, not part of the debug or release targets.

A quick fix for most linux users is
  sed --in-place -e 's/ApiKeyServiceDecorator/APIKeyServiceDecorator/' $(PUBLIC)/Src/GoogleApis.Tools.CodeGen/GoogleApis.Tools.CodeGen.csproj
  sed --in-place -e '/SyncProjectFiles.exe/d' $(PUBLIC)/Src/GoogleApis/GoogleApis.csproj
  rename s/Oauthbase/OAuthBase/ $(PUBLIC)/Src/GoogleApis/Apis/Oauthbase.cs
  rename s/Oauthutil/OAuthUtil/ $(PUBLIC)/Src/GoogleApis/Apis/Oauthutil.cs

Fixed in 7d54264f7000
SyncProjectFiles.exe is still being run, but linux builds can work around that 
by just building the required parts

xbuild Src/GoogleApis/GoogleApis.csproj
xbuild Src/GoogleApis.Tools.CodeGen/GoogleApis.Tools.CodeGen.csproj
xbuild 
GoogleApis.Tools.ServiceGenerator/GoogleApis.Tools.ServiceGenerator.csproj
xbuild 
Src/GoogleApis.Authentication.OAuth2/GoogleApis.Authentication.OAuth2.csproj

and copying all the generated DLLs into the the ServiceGenerator bin dir.
