In work_flow.py, allow num_duration_cols to be 0 #77

This will get the bp3d inputs, area, runtime, and cpu/mem usage total, and static metrics for runs without getting partial duration performance metrics

When it is set to 0, don't query by time metrics, but still query totals and static metrics
