What steps will reproduce the problem?
1. Login
2. Employer View
3. Enter value in Maximum and Minimum bid text box

What is the expected output? What do you see instead?
There is no limit on the number of numbers a user can enter. Ideally since  
10000000 is the max limit, user should be allowed to enter only 8 characters.

What version of the product are you using? On what operating system?
Windows 8
Chrome

make sure to do this for all 3 projects, draft, normal, guest.

Don't understand your requirement clearly. At present on maximum field there 
have checking with maximum budget must be less than 10000000. What you exactly 
want now? User allowed only 8 character , what do you mean with that. give me a 
example.
