Module aemgrmgmt.c, function aeMgrMgmt - handling failure to start #114

Module aemgrmgmt.c, function aeMgrMgmt – when this function tries to start a 
monitor and a failure happens, should the module attempt a specific number of 
times to restart the monitor? Recommend 3 re-tries at 15 or 30 second intervals.

Monitors gets restarted every 3 seconds.  In aemgrment.c, monitors do not get 
restart, but they only get marked to be restarted.
It is a security risk giving up re-starting a monitor as they are monitoring 
critical resources,
