The selfmon should also monitor the CPU usage level #17

During early strength testing,we found that is a improper monitor is running, 
it can consume too much CPU time. There needs a sensor (perhaps the selfmon) 
should monitor the CPU usage to prevent the CPU running too high due to 
whatever the reasons.
