Currently, the ae daemon does not re-start the monitor when that monitor 
process terminates due to whatever the reasons. For example, the user can do 
"kill -9" to kill the monitor process, or the monitor process termintats itself 
when it receives an invalid message.

The design calls that the ae daemon should re-start the monitor when the 
monitor process terminates.
