Fixes #33

Adds static content handlers, and tests.

This is pod not pod6, github doesn't show pod6 README's very nicely so I just use pod.

re that comment, figured i should point out that mi6 will happily generate a Markdown README.md from the pod6 embedded in your code, and, as README material goes, I think markdown is generally much more readable than POD.
