This PR moves all Linux-based CI builds into CircleCI (which is crazy fast) and lets Travis CI only do Mac OS X builds.

To do:

[x] ~~Investigate #24~~... done. Cross-compilation is still a pile of :hankey: and I'll bother with it later...
