Add workerGroupSpec to rayjob_lightweight_test

Why are these changes needed?

The test is currently passing due to reconciliation. - Please see logs from this test below. Usually, when running any of these Ray Tests, the RayCluster gets created at the same time with the RayJob. In this test, it doesn't as the workergroupspec is not defined so fails creation. Given it can't find the RayCluster, it reconciles and attempts to create it.
By adding the workergroupspec the creation of the RayCluster is immediately successful.

Hi @ChristianZaccaria, thank you for the PR! I think the slight inconsistency between the local informer and the Kubernetes API server is expected behavior. We may don't need to do anything about it.

@kevin85421 Agreed, thank you!! I've just learned that jobs can run on the Head Pod without the need for Workers. - Closing PR.
