Adjust GitHub project description #45008

Description

Ray is a unified framework for scaling AI and Python applications. Ray consists of a core distributed runtime and a set of AI Libraries for accelerating ML workloads.

I didn't understand what Ray is doing until I read "Why Ray?" chapter. I would change GitHub project summary to the following.

Distributed execution and acceleration of AI and Python programs.

And leave other details for the README.md
