Bar overlaps horizontal scroll bar when browser resized with fixed width layout #6

What steps will reproduce the problem?
1. Resizing browser to a size less than the fixed width

What is the expected output? What do you see instead?
the jixedbar should remain above the horizontal scroll bar   but it overlaps it

What version of the product are you using? On what operating system?
latest 
FF 3.6 Beta, IE 8 on Win 7

Please provide any additional information below.

Hi! Thanks for that.

Attached here is the modified version of jixedbar. I'm labeling it as
"jixedbar-0.0.3-dev" as all changes will be applied on the repository and the 
next
release (0.0.3), as soon as I finish with some tests, especially on IE6.

I think this should fix the overlapping bug on IE8 and other browsers.

I'm releasing it for testing purposes.

When you use a big alt like "About This Bar" on InternetExplorer7 it will 
display the
tooltip container in a wrong position... it doesn't happen on FireFox

Good afternoon.

I have a problem with all versions of jixedbar in Firefox and Opera work fine, 
but in Internet Explorer 7 and 8, the bar does not move when you scroll the 
page, I have tried several ways but I have not gotten results. If I can help 
thank you very much.

Hi mitaly2000,

Please save the page into HTML format. (complete: html, css, images, js, etc)

Firefox: File -> Save Page As...

Compress and attach it here.
I'll be happy to look at it and see what's causing the problem.
