Highlight new functionality after update #63

I think newly added functionality should be more visible!

lol, I do too! But I don't want to annoy people who don't care. Here is the 
update policy as it stands now:

= Major Releases
  * Once or twice a month, when there tons of new features
  * URL bar icon will glow blue
  * Options page will open automatically and default to Changes tab which highlights new features
= Minor Releases
  * 2-3 times a month, when there are several new features
  * URL bar icon will glow blue
  * Options page defaults to Changes tab which highlights new features
= Silent releases
  * 1+ times a week, when there are mostly bugfixes or backend improvements, or when the new features aren't highly requested ones
  * No visual indication, but follow me on Twitter to know when they happen
  * All changes always listed in changelog [http://code.google.com/p/minimalist-gmail/#CHANGELOG]
