Hide offline hides SMS-enabled users

Which Minimalist Gmail option is causing the problem?

What is the problem? Describe completely:
In a normal chat window if someone is unavailable but they have a phone number 
in the contact information for SMS, they will show up at the top of the list. 
When I had 'hide offline in chat' selected in version 1.5 both the online users 
and the SMS-enabled offline users would show up. 
Now, in version 1.6.8 only the online people show and the offline SMS-enabled 
don't show up, which is very inconvenient if you want to text them.
It would be great if either 
1. it was an option to show SMS-enabled people as well as offline people, 
or 2. they just showed up automatically again.

yes it does

Chrome update channel  -not sure/standard?
Operating System       -win 7 32 bit
Language               -eng
Google apps user?      -no
Other Gmail extensions -none
