[Type Snob] Add command to "wrap in quotes" #12766

Description

Adding a command to wrap given text in single/double quotes would be nice so you didn't have to replace things individually. /cc @sawyerh

Who will benefit from this feature?

People who like smart quotes, and saving time!

Anything else?

https://www.raycast.com/pomdtr/pipe-commands has more generic, similar behavior, but as of now, only has a command to remove smart quotes.
