[Arc] Find and open an existing favorite tab based on argument to avoid search and enter #13109

Description

Motivation I want to switch between tabs using deeplinks(a want to assign them to shortcuts using karabiner). This way I would be able to switch between my predefined favorite tabs using shortcuts with just one keystroke.
