[Arc] Menu bar command opens a multitude of windows in the background. #14055

Description

When having the Arc Menu Bar command enabled (Access Spaces and Favorites) it will open the browser and about 4/5 windows in the background. Screenshot 2024-08-17 at 12 06 01

Steps To Reproduce

  1. Enable the Arc extension
  2. Enable the "Access Spaces and Favorites" Menu Bar Command
  3. Wait till seeing the Arc icon jump or just 10-ish minutes
  4. Open Mission Control
  5. Observe

Current Behaviour

There are a bunch of windows opened

Expected Behaviour

No extra windows opened, if any at all.
